Wrong storage file ids on flat storages

        Storage file ids on flat storages are incorrectly generated without preceding SpaceId.
        That is due to a bug in storage_file_id:flat function.
        Aim of this ticket is to fix this bug and make sure that all persisted storage file ids are correctly upgraded!
        Add test to cluster_upgrade_test_SUITE
