due to lazy file creation on storage it may be possible to receive eacces when opening file for reading if only read permissions are granted - attempt to create file (it may not have been created before) will fail due to lack of write permissions.

Verify if storage_dirver can be invoked only after logical permissions check where performed and if so then consider fallbacking to root and chowning
